PFI and PPP

Housing 21 have substantial expertise in Private Finance Initiatives (PFI) and  Public Private Partnerships (PPP), working with local authorities to deliver modern housing and services for older people.


Oldham

Housing 21 and Oldham Metropolitan Borough Council launched the largest sheltered housing PFI in 2006. Involving nearly 1500 sheltered properties, the Oldham PFI project will provide:

  • modern facilities and housing for older people
  • refurbished and new build properties
  • eight new extra care schemes.

The build and refurbishment programme is due for completion in 2011 with the construction undertaken by Bullock Construction Ltd.

Housing 21 will manage the housing and provide support services for residents under a 30 year contract.


Walsall

Housing 21 will provide more than 320 new homes for older people as part of the PPP project with Walsall Metropolitan Borough Council. The borough's residential care will be replaced by:

  • extra care for rent and shared ownership
  • intermediate care for people who need a 'mid way' home after leaving hospital
  • specialist residential and day care for people with dementia.

The project will also benefit local older people by offering the use of:

  • shops, cafes and community facilities at the extra care schemes
  • day care services.

Housing 21 will oversee the construction work due for completion in 2010 and then provide housing management services for 30 years. Residents and staff have been transferred to Housing 21.


Kent

The Better Homes Active Lives PFI sees Housing 21 working with Kent County Council and ten Kent district/borough councils to provide housing and care services across 12 sites.

The project includes the design and build of 340 new apartments providing a range of housing for:

  • older people
  • people with learning disabilities
  • people with mental health conditions.

Housing 21 is working with Golden Lane and MCCH to support our work with people with learning disabilities and mental health issues.

The project is due for completion in October 2009.
